Usually, the subject of a sentence is the one doing the action (the 'doer'). But sometimes, the action itself or the person/thing receiving the action is more important. In 'The window was broken,' we don't know or care who broke it; the important fact is that it is broken. This is the passive voice—a powerful tool for shifting the focus of a sentence.
